Dr. Kimberly Cowley
Kimberly Cowley (Ed.D. of Curriculum and Instruction, Marshall University) is a member of the First2 Network evaluation team from ICF, where she serves as a Project Manager for Child Welfare and Education. In addition to her work with the First2 Network, Kimberly manages a quasi-experimental external evaluation of a U.S. Department of Education (ED) Investing in Innovation project and leads the internal evaluation of an ED Comprehensive Center tasked with building the capacity of State Education Agencies to carry out education reform efforts. With more than 20 years of experience, she has conceptualized and managed numerous research and evaluation studies, including randomized control trials, quasi-experimental designs, implementation studies, and case studies. Kimberly has authored or co-authored more than 75 research and evaluation reports and made more than 40 conference presentations. Her dissertation was honored by the Rural Education Special Interest Group of the American Educational Research Association (AERA), and she has received nearly a dozen awards from the AERA Division H Outstanding Publications Competition for reports she authored or co-authored.
