Dr. Roxann A. Humbert

Dr. Roxann Humbert recently retired from her positions as the Founding and Executive Director of the West Virginia Remote Online Collaborative Knowledge System (WVROCKS) with the West Virginia Higher Education Policy Commission (HEPC) and Associate Graduate Professor of Education at Fairmont State University. Previously, she was the Statewide Director of Higher Education eLearning for the HEPC where she was responsible for setting policy related to online learning, chairing the West Virginia Virtual Learning Network forum, coordinating the statewide implementation of Quality Matters and serving as the WV State Educational Technology and Electronic Campus representative to the Southern Regional Education Board(SREB).

She has served as an evaluator and researcher for a U.S. Department of Education SBIR Fast Track grant for developing math and science haptics apps for use with middle school visually impaired students, two Phase I and II SBIR grants one to develop virtual high school Physics labs and one to develop college-level virtual physics labs, two NSF ATE grants one to develop pathways for Management Information Systems and Computer Science and one to develop pathways for within the energy sector, and a Dept. of Education Math Science Partnership grant.  Dr. Humbert was also the lead evaluator for Southern West Virginia Community and Technical College’s Title III grant.

Dr. Humbert has been in the IT field for over 30 years. She has given over two hundred workshops and has made over seventy-five presentations at state, regional and national conferences on STEM, distance learning, and information technology related topics. In October 2019 she was awarded the Ron Legon Leadership Award for  Quality Assurance in Online Education. Her research interests include STEM learning, STEM curriculum and product development, online learning, learning theory, and online assessment.
